THE EUROPEAN MONETARY UNION
 & EUROPEAN CENTRAL BANK


        AMI has just completed a privately sponsored two month study of the European Monetary Union, applying Mr. Zarlenga's monetary interpretation of history to the proposed structure for the European Central Bank, which:

 1) Places it into historical perspective with past European monetary thought and with the 10 major monetary reforms from Lycurgus to the International Monetary Fund.

 2) Details the organizational structure of the European System of Central Banks, including the ECB's governing Council and Executive Board. Describes in detail the proposed monetary powers, and real sovereignty about to be ceded to this body.

 3) Points out the two crucial provisions still missing from the formal constitutional structure at this late date; which really should be made explicit before the plan is placed into effect.

 4) Comments on all aspects of the plan and presents a likely initial outcome of what is about to become the monetary system of a grouping of peoples more numerous, and more active economically than those of the United States. (27 pages, footnoted)
